A thematic approach has been taken to developing the IH framework. The key focus in the framework is 'People'. The whole framework is conceptualized around the progress people have made. The other focus of the framework is on how civilization has started along the river. River plays a major part in developments around the world, providing people with fertile soil, water as well as trading opportunities. Yet, the same river becomes a cause of concern when people pollute it and in the process dangers the health of everyone. IH looks at how people have progressed through civilization along the river and how they have faced challenges and coped with the challenges.

 This framework contains two key focuses:

  • The World Beyond at the Secondary One level
  • Our History at the Secondary Two level
  
  At Secondary One level the students study about the development taking place around the world. This is aligned to the Secondary One history and geography syllabuses developed by the CPDD. The five themes for Secondary One are:
  • Getting to Know People
  • Knowing the World
  • Knowing the Beginning
  • Establishing the Beginning
  • Facing the Challenges
  
  At Secondary Two level, the students study about Singapore's history and development. This is aligned to the Secondary Two history and geography syllabuses developed by the CPDD. The five themes for Secondary Two are:
  • Understanding Our People
  • Governing Our People
  • Facing Effects From Others
  • Being Ourselves
  • Facing the Challenges
